quick question on how to enable ftp service

After installing Oracle VM and Oralce DB for Siebel Template, there is no vsftpd under /etc/init.d, is it expected? Does it mean that both oracle vm server and oracle vm(OEL) doesn't include VSFTPD package and require users download and install the package to have ftp service?
