Questions on timezones

The timezone for Greece, in Control Panel, windows xp is (GMT+0200) Athens, Beirut, Istanbul, Minsk.

I think this means that we are two hours after GMT. If in London is 0700am here in Greece is 0900 right?

I am reading in a book that "You can obtain all the time zone names by selecting all the rows from v$timezone_names."

when I query

SELECT *
FROM v$timezone_names;


where is that timezone for Greece?

And a second question. To be ok with timezones when I query

SELECT DBTIMEZONE
FROM dual;

it should appear

DBTIME
----------
+02:00


Right?
