Question regarding oracle SQL and PLSQL certification

I wanted to complete IZ0- 149 certification, so please tell the prerequisites for this certification

Do I need to complete IZ0- 071 as prerequisites?

2. If IZ0 -071 is prerequisites for IZ0-149 then do I need to register seperately for both and need to make a seperate payment ?

3. What will be the cost for both exam ?
