question about saving a date/time field to the database

Folks,

I'm not a developer, I'm a DBA so I apologize if this is a simple question.
I have a Forms developer who says that I need to change the default SYSDATE on our App Server where Forms is running because when he saves a date/time field in the database from an Oracle Form running on the App Server, it only saves the date portion but the time portion is all 0's.

I know that the default for my database is to store the whole date and time portion.

Is there a setting in Oracle forms that allows the time portion to be saved in the database along with the date when inserting or updating a row with a DATE datatype?
