Question about Mail Filter for Messenger Express

I have installed MailFilter.war. After that I can see Mail Filters page in Messenger Express but this page contains only one button "Load Filters...". I try to press this button but nothing to do :(
Is it a bug? What I'll see on this page if I installed it correctly?
