question about LTS and priority group

We are using OBIEE 11g.We have a question about How OBIEE choose the correct fact table.
We have a Fact table with all detail data summerize by date,province,city and detail_id. And we have two Aggregation table ,One group by province,One group by province and city.
We set the priority group in LTS ,the table group by province's priority group id is 1,the table group by province,city's priority group id is 2,and the detail table's priority group is 5.
We hope use the corrent table when we choose the different dimension.
When we choose the dimension date and province,the sql is select from the table group by province.
When we choose the dimension date and city,the sql is select from the table group by province and city.
When we choose the dimension date and city and detail_id,the sql is select from detail table.
But we find sometimes the result is wrong.
When we choose the dimension date ,set filter by city, the sql is select from the table group by province, the logic sql by biee have filter by city, but the sql send to db not filter by city, and the result is wrong.
We must choose the dimension date and city,filter by city,the sql is corrent.
Why? BIEE decide which table to choose by select column list?
Please help me to slove the issue,Thanks a lot.
