querying table take long time when there is no data in the table

We have a fact table with 17 million rows that is truncated nightly. We've noticed today when we issued a select count(*) o select (*) from the table that the query just hung. Only way around it was to drop and recreate the table. We are trying to understand as to why this is happening? I'm thinking that the statistics need updated but I'm not sure.
