Q000 ( queue monitoring process slave) is killable in 10g??-- help

Hi, all.

The database is 2 node RAC 10.2.0.2.0 on 32-bit windows 2003 EE SP1.

ORACLE.EXE(q000) process on one node is pending
with "enq: TQ - TM contention".

We do not use DB replication by using Oracle Streams.

q000 is one of background processes.
No blocker on v$lock and v$session.

Is "q000" killable??
