PX Deq: Execution Msg wait event

Hi,

Users are complaining that the application they are working with is extremely slow. Pictures are not showing and opening a document takes forever.
I have run a statspack report on the database and the first top 5 events is PX Deq: Execution Msg. To my knowledge, this is an idle wait event but I am wondering if this is the cause of the performance problems.
How would I go about fixing this or reducing the wait times? Thanks.

Database version: 8.1.7.4.0
Platform: Windows 2000
