Publication - Complete refrefresh Requested

Hi,
I have a publication called mobile. There are few users assign to it. Almost all users are having the flag complete refresh = No on the out que publication.
but two users are always giving me problem. Flag become complete refresh=YES for these two and it takes lot of time for sync???
Any suggestion why the publication become complete refresh for only two users.
