Public vs Private Oracle APIs

Hi everyone,

How do we determine if an API is public or private? There are certain restrictions in my workplace against using private APIs, but I am not able to determine what is public and what is private. I tried searching the usual suspects Google, Stackoverflow etc, but the most I was able to glean was if an API is mentioned in Oracle provided "manuals", then it is a public API. So I am assuming if there is no documentation, the API is private? And what are these "manuals" that we are to refer to?
