PSFT UM automated provisioning onto 600 environments - solution design

Hi All,

Could anyone please suggest me your thoughts for the solution design for the below requirement.

Env:
OIM 9102, BP09, PSFT_UM_91140
There are 600 PSFT environments, with 3 category peopletools versions (8.48,8.49,8.50) which are supported by the latest connector.

Requirement:
Role based automated provisioning onto 600 environment (IT Resources) and business rule is when user's role - PS Admin, Patch Fix & App Support.

I tried creating two access policies with 2 different IT resources & PSFT roles assigned for PeopleSoft User RO. It just creates account only on one environment. Manually provisioning onto 2 environments is successful without any issues.
