Proxy connection error while trying to go to " Monitor configuration" Page

Hello:

I am trying to configure database monitoring for a database in 10g grid control. On the database home page, I click on the "Monitor Configuration" from Related links section. On the landing page , I get the following error. Does any one know how to resolve this error?

oracle.sysman.emSDK.emd.comm.CommException: java.io.IOException: Cannot establish proxy connection: 403 Forbidden
