Proxy Authentication for URL region

When creating a URL region (www.yahoo.com), i get the following error:

Access Denied (authentication_failed)
Your credentials could not be authenticated: "General authentication failure due to bad user ID or authentication token.". You will not be permitted access until your credentials can be verified.
This is typically caused by an incorrect username and/or password, but could also be caused by network problems.

DB 10r2
Apex 3.1

Internet access is controlled by a proxy server.

How can i specify a user/password for the proxy server authentication?
