Promotion of HFM entities

Hi,

A user has Reviewer 1, 2 & 3 access. I promote the entities to First Pass but when the user tries to promote from First pass to lets say Review Level 3, it comes up with an error. the only the entities can be promoted is by promoting from First pass to RL1 and then from RL1 to the desired level. Is this the way HFM works or the settings can be changed somehow?
