Programmaticlly acessing watermark template in UCM

Hi,
I configured Template and Rule for Dynamic water marking , if my doc matches the rule the water mark is applied to the downloaded document. I am using RIDC to communicate with UCM.
1.Now i want to create template and rule programmatically and add to UCM. How i acn achive this?
2.Can we get the avaliable templates and rule related to water mark in UCM?
