Programmatically VO executed a lot of times when multiple users at once?

Hi!
I've created VO which is populated from ref cursor returned by database stored procedure.
Attributes are populated successfully. But VO execution is multiple times when hit by 40+ users at once. Can anyone provide some useful info on this issue?
