Producing XML: Reports vs. PL/SQL

Hello,

Our reporting is currently based on the solution Oracle Reports + XML Publisher.

But I was said a PL/SQL package using the XML instructions set is much more efficient than a Report for producing XML.

Can anyone help me in evaluating the arguments on both sides?
