Process scheduler does not start

Hi,
I 'm in 84.6.01 with an Oracle 9.2.0 database. AS PS and DB are on the same machine (Win 2003 server). DB started. AS started but Process Scheduler does not start with :
exec PSDSTSRV -p 1,600:1,1 -sPostReport -- -C psprcs.cfg -CD C89LAFDV -PS PSNT -
A start -S PSDSTSRV :
CMDTUX_CAT:1685: ERROR: Application initialization failure

tmboot: CMDTUX_CAT:827: ERROR: Fatal error encountered; initiating user error ha
ndler

tmshutdown -y

Shutting down all admin and server processes in P:\PSOFT\CRM89MP2PT84601\appserv
\prcs\C89LAFDV\PSTUXCFG

And in TUXLOG.022008 :
