procedures & packages locking

how smart is to put a business logic into a packages?
if not, where is the best to migrade business logic into?
but... another issue is of this topic..
some user runs some package, and at the same time I would like to replace this package with the newer version...
but package is locked...
how to find who locked a procedure or a package?
also, how to solve this problem with applying new version of package? I mean.. I don't want to wait midnight every time to be able to deploy it.. also I don't want to disconnect users...
how to?
