Procedure Process privilege

Dear Team,

I have scenery like i want to restructure procedure execution process i.e

i have user A and B if A is running the procedure then B should not run the procedure & If B is running the procedure A should have run the Procedure and i should get kind of message

like "Procedure Using by some user" Please let me is there any option to in pl/sql
