Procedure or function for possible combination of numbers

Hi,

Could anyone please tell how to query maximum possible combinations of a digit or a string using a procedure or function.

Eg:

I/p: 12

O/P:

12
21

Same way for a sting also


I/P: AN

O/P:

AN
NA

I have searched in oracle forums and found a function but its very lengthy and am not understanding.
Anyone please help me.
