Procedure call or argument is not valid

Hi guys, I need a solution to this error.

Before this error, I encountered 'TNS-12514' and 'TNS-1017'.

I reinstalled Oracle. After connecting the database, I now get the error “procedure call or argument is not valid.”

I really need a solution from you guys.
