Problems using O Workflow Manager in web browser

After logging into Oracle Management Server as SYSMAN user, I tried to execute Oracle Workflow Manger from Tools->Database Applications menu.
The web browser was launched with the following URL :
http://localhost:7777/servlets/em/oam/wfm/wfmLogin$tns_address=
but the connection failed with the following reason:
The connection was refused when attempting to contact localhost:777
The same message was sown by OEMC with the error:
VTA-1000: The browser could not be launched with the file or URL: ...
What do I need to check and where? because something seems to be not properly configured.

A similar problem seems to happen when trying to use OWB Design Browser that requires:
- Oracle HTTP Server Host : I set the name of the computer or localhost
- Oracle HTTP Server Port : 7777 (default value; I did not change the value)
- Oracle HTTP Server DAD : how do I need to configure the DAD ???
