Problem with Workshop,weblogic portal

We all the team having same kind of laptops.Dell Latitude E6500 , RAM is 4GB , and hard drive is 250GB.Processor speed is 2.45GHz.As I told all the team members are having same kind of configuration in their laptops.
As a developer , lot of times ,I need to build , and publish the application into server(local weblogic portal) through workshop.Some times I need to start , restart the server.
generally all the remaining developers' laptops take 2mins for starting or restarting the server.
To build the application or publish the application it takes only 40to 50 seconds at most 1 min.
But in my case it take to start the server 4 min,for building it take 6 min, and to publish it take approximately 4 to 6 min.
I have tried a lot of changes in my laptop, to bring that time to lower,but efforts are in vain.
(1)I increased the virtual memory paging file size.
In the setting it is mentioned that the Space available is 188348MB , I selected Custom size radio button and changed the initial size value as 9000MB.
and Maximum size is 18000MB.
(2)I increased the server heap size min ,max as 768 MB and 1024 MB.
(3)Every month I defrag the system.
(4)When I doing the defrag, I clean the system ,if any broken registry links etc.
The system information is
BIOS Version is Dell Inc. A19
Processor : x86 Family 6 model 23 Stepping 10 Genuine Intel.
Now it is showing
Total Physical Memory : 4,096 MB
Available Physical Memory : 414.66 MB
Total Virtual Memory : 2GB
Available Virtual Memory : 1.96 GB
Page File Space : 12.08GB
Same kind of configuration is running in remaining developers as well. In fact the processors count in my machine is 64,and some of the remaining developers are running with 90 processes.
Can any body suggest , what was wrong with my laptop. I mean to ask, what shall I need to change (pls don't say change laptop :-) ) , the settings in the laptop to increase the speed of the above mentioned activities in workshop.
