Problem with URL rewriting

I have implemented URL rewriting in my jsp's and servlets just incase cookies are disabled. But, I am having a little trouble with the way the jsessionid is appended to the url. I am using the following in my jsp..
<A HREF="<%= response.encodeURL("../jsp/home.jsp") %>">
It creates a url like this when cookies are disabled...
http://localhost/Brawner/jsp/home.jsp;jsessionid=uxbtpp0cf1
Why is it placing a ';' before jsessionid ? Shouldn't it be a '&'? The current result is a page not found.

Any ideas on how to fix this?
