Problem with SQL Developer 18.4 on linux

Hi Everyone

During the connection with my database i get a message.

"An error was encountered performing the requested operation:

IO Error: The Network Adapter could not establish the connection

Vendor code 17002"

I found resolution this case on windows, and realized that was a listener fault.

Does anyone know how to solve this issue?
