problem with removing oracle 9i installation

I already installed oracle 9i in my PC. I have formatted the c drive and reinsall the windows xp...my oracle installation is in another drive...I treid to remove the oracle folder and not permitted to remove some file..because of this installation I cant reinstall the oracle...
Are there any options to remove oracle installation totally other than reinstall operating system.....(I stopped and desabled oracle services as well)
