Problem with "ñ"

I have problem with asp.net and oracle. I can´t change the US7ASCII database so I have to encoding this ñ because in the database is like ?. But on the other hand jsp can do it. I don´t know why and if it do it I think that in .NET can´t do it too.
Please, help. Laura
