Problem with Media Manager (Netbackup 6.0) and recovery catalog

I am trying setup an RMAN script to backup to tape using a recovery catalog. I have run the script in a number of ways.
The script works when:
1. I run locally backing up to tape without a recovery catalog
2. I run it from the Netbackup master server without a recovery catalog
3. I run it locally backing up to tape with a recovery catalog
The script does not work when:
4. I run it from the Netbackup master server with a recovery catalog.
The error I get in my log when doing this is:
RMAN-00554: initialization of internal recovery manager package failed
RMAN-04004: error from recovery catalog database: ORA-12154: TNS:could not resolve the connect identifier specified
This would seem to me that it is a problem in the tnsnames.ora file with the entry for the recovery catalog but since I can connect to the catalog when I run the script locally I'm not sure. Is there something that needs to be different or added when I want to run from the Netbackup Master Server?
Or could it be something other than the tnsnames.ora?
