Problem with LOV in Oracle developer 10g forms

I have created one form in oracle developer 10g, on that form i want to use LOV. But when i am trying to use it nothing is happing i.e. i tried to create it by LOV wizard and manually.
When i press F9 on particular text box that LOV is not displaying on screen or it didn't show any error
pls. help me in that
