Problem with loading images in editor

I have upgraded Apex from 23.1 to Apex 23.2 with ORDS 23.4. Now, if I use local image dictionary then applications work fine but images do not load in the editor. If I set these to oracle repository then the editor works fine but many client sides stop working because their access is restricted to oracle site.

Any suggestion/solution.
