problem with instant client

hi all, so i donwloaded the oracle instant client unzipped the files and put the files in the directory
C:\instantclient11_1
mfc71.dll
msvcr71.dll
oci.dll
orannzsbb11.dll
oraociei11.dll
TNSNAMES.ora

then i added to the path C:\instantclient11_1 and created the variable TNS_ADMIN with the value C:\instantclient11_1 then i executed my application and this error comes up:

Initialization error
Could not locate OCI dll

can someone help me out with this_
