Problem with installing Microsoft ODBC for Oracle Driver

Hi there I have tried to add a system DSN from the ODBC Data source administrator. However, when I try and set up a ODBC for Oracle driver I get the error message:

The Oracle(tm) client and networking component were not found. These components are supplier by Oracle Corporation and are part of the Oracle Version 7.3 (or greater) client software installation.
You will be unable to use this driver until these components have been installed.
"

Therefore, I tried to download 8.1.7.8.10 but the installation was unsuccessful:

Installation Instructions

Once the self-extracting archive file ORA817810.EXE has been
exploded it will create an installable directory structure
onto your hard drive. Run the Oracle Universal Installer from
your local drive.

1. On the screen "File Locations" use the "Browse" button of
the source path to choose the file 'products.jar' from the
folder that ORA817810.EXE was extracted to. Choose 'Next'.

I was not able to run the Oracle Universal Installer:
