Problem with connections, Jdeveloper and Oracle 10g

Hi,

I just have installed the Oracle 10g express edition, and i Also have installed the jDeveloper.
When i try to connect my new application to the Database i get this error :

Exception of I/O: Connection refused(DESCRIPTION=(TMP=)(VSNNUM=169869568)(ERR=12505)(ERROR_STACK=(ERROR=(CODE=12505)(EMFI=4))))

I already have read some other ppl talking about this ERROR but their solutions don't work in my case..

What can i do?
