Problem with background image Display

Hi all,

I have placed the following code in Header section of the page :

</head>
<body #ONLOAD# background="wwv_flow_file_mgr.get_file?p_security_group_id=389452532058712585&p_fname=login.jpg">#FORM_OPEN#

But the problem is the image is not appearing completely as background image. Its cutting down where there is any region, ex. report ,Html etc.

But i need to display it fully as background image.

Can anyone help me out with this.
