Problem with Axis 2 Runtime

Hi,
I am very new to Web service. While deploying the web service (Bottom Up) to Tomcat server in eclipse Galileo, i am getting the error message.

IWAB0489E Error when deploying Web service to Axis runtime
axis-admin failed with {http://xml.apache.org/axis/}HTTP (503)Service Unavailable.

Configurations:

JDK & JRE: 1.6
Server: Tomcat v5.5
Axis: Axis 2 1.5.2. (But While creating webservice, i had to select Axis only from the wizard. Otherwise system will post the error message 'Selection must be a WSDL')
Eclipse platform: 3.5.2
