problem with Arabic letters when exporting data to MS Excel

Hi all
I use OLe2 to export data from oracle Form to MS Excel . I work fine, data show correct but when i use webutil with package client_ole2, arabic data appear as '??????????' question marks . I do not know why.

I changed my setting:

1- Regional settings client and AS to Arabic.
2- NLS_LANG to ARABIC_EGYPT.AR8MSWIN1256
3- I installed the office 2007 Multilanguage to open it with Arabic.
4- even I changed the font to courier, courier new, arial, simplified arabic.

the problem still appear as '??????????' question marks with arabic data .
Anybody have sollution for this problem? Help me, plz.
