Problem when shutting down then starting up instance

Hi All,

New to Oracle 10g..and on Windows 2003 64-bit. Coming from a SQL DBA position..

I am having trouble trying to bring up an instance, in one SQL*Plus session i shutdown, and its still 'waiting'..

SQL> shutdown with immediate;
SP2-0717: illegal SHUTDOWN option
SQL> shutdown;

So, in another SQL"Plus session , i decided to try some steps i saw in another forum post to try and shut it down immediately and then bring it up but no luck:

+C:\>sqlplus /nolog+

+SQL*Plus: Release 10.2.0.1.0 - Production on Tue Dec 18 10:09:29 2012+

+Copyright (c) 1982, 2005, Oracle. All rights reserved.+

+SQL> connect sys/manager as sysdba+
+Connected to an idle instance.+
+SQL> shutdown immediate;+
+ORA-24324: service handle not initialized+
+ORA-24323: value not allowed+
+ORA-01090: shutdown in progress - connection is not permitted+
+SQL> startup+
+ORA-10997: another startup/shutdown operation of this instance inprogress+
+ORA-09968: unable to lock file+
+SQL>+

Not sure what to do next to bring up my instance...ideas?
