Problem Uninstalling partial installation of Oracle XE for Windows 11

I started installing Oracle XE on a Windows 11 machine, but it failed to complete.

It did not show up in the Windows installed programs. I tried uninstalling with command line.

msiexec /x {C220B7FD-3095-47FC-A0C0-AE49DE6E320A}

I also deleted the two system environment variables involving Oracle

I deleted the Oracle System Services too, although after reinstalling, they are listed again, but won't start..

I need guidance on how to clean up a partial install and try again.
