Problem to create a new connection on Windows 11 (error#1297)

I do not know, why I can not create a new connection in the sql developer. The port 1521 were closed. I fixed it. But now, I have this new error, but I do not know nothing about the MMC and the terms used in the pictures attached. Please, can anyone help me? Thank you.
