Problem opening Forms Builder 12.2.1.19 in Oracle Linux 8.7

Hello:

I need to open Forms Builder 12.2.1.19 in Oracle Linux 8.7 but it doesn't work when NLS_LANG is setting to AL32UTF8 or UTF8. When frmbld.sh is executed, it returns:

FRM-91111: internal error: window system startup failure

FRM-10039: Unable to start up Form Builder.

When NLS_LANG is setting to WE8ISO8859P15 opens perfectly.

Is there a trick to make it work with AL32UTF8 or UTF8?
