Problem Menu on top (PPC 2003)

Hi everyone

I have a problem with the menu on pocketPC 2003. when i start my app, the menu appears on top (and the window menu changes to the bottom of the screen). on my old pocketpc 2002, the menu appears in the bottom (and the windows-menu stays on top).

does anyone know this problem or better a solution how to fix that?
