Problem is with undo_retention period or undo_tablespace_size?

Hi guys!
We are using Oracle9i Enterprise Edition Release 9.2.0.6.0.
When we are running a query and getting the error ORA-01555: snapshot too old: rollback segment number NNN with name "XYZ$" too small.
Our undo retention period is 15 min (which is default), and we are getting the error after running the query for 3 Hours.
In such a scenario whether the undo retention period is taking any part in our query or we should increase the rollback segment?
