problem in starting Forms&Reports services on WLS

i want to install Forms & Reports 11g R2 (11.1.2.1.0) for win7 64-bit

so i installed jdk 64

and WLS 10.3.6 generic

and it works but i can't start the forms & reports services form console it doesn't appear !!

so what's wrong and what should i do?

and i'll be grateful if any one could help me in this
