Problem in running Embedded Tomcat,

Hi,
I am trying to start tomcat in embedded mode. The code which I had is executing on Tomcat 4. But I need to Run it in Tomcat 5.5.
The Error which I got is

org.xml.sax.SAXParseException: Element type "web-app" is not declared.

Kindly help me out to proceed further.
