Problem In Opening The Database After Cloning ,...

Dear All,
Greetings,

I Made A Cold Backup From An Oracle 9i Database , After That I Copied All The Data Files , Control Files , Redo Logs , And The Init.Ora Files To The Destination Server , I Tried To Connect To The Database And There Was No Problem, But When I Tried To Open The Database From The OEM , It Gave Me An Error That " Oracle Is Not Available " .

So, Can You Please Tell Me What To Do ?
