problem connecting to OEM 10g on IBM AIX via the web

After installing Oracle 10g and the EM 10g, we could use the EM thru the web using the http address, http://server:port_no/em (and then, it forwards to some other link).

Now, after rebooting the AIX server and starting oracle, we tried to start EM issuing the command, "emctl start dbconsole". After some time, the EM Console seemed to have started, also the command "emctl status dbconsole" showed that the EM Console was running, but connecting using http://server:port_no/em cannot happen, giving an Internet Explorer error like, "... gateway server cannot connect to web server...", or "...timeout maybe to network or Firewall".

Anyway, should we start some other services/processes before issuing the "emctl start dbconsole" command? Because after the Oracle+EM installation and before rebooting, we could successfully connect thru the web.
