problem connecting JDev 10.1.3.4 to Oracle 10g 10.2.0.3.0

Hi Gurus,

Need your help.

I have problem connecting to a 10g database 10g 10.2.0.3.0 using JDev JDev 10.1.3.4.

The error is shown below.

ORA-00604: error occurred at recursive SQL level 1
ORA-12705: Cannot access NLS data files or invalid environment specified

Btw, both JDev and 10g is running on Windows Vista.

I don't have problems when connecting SQLDeveloper to 10g database only this JDev.
