Pro*C/C++ Precompiler

Hi, I have installed Oracle9i (Personal) on Windows XP. I have been told that the Pro*C/C++ Precompiler is autmatically installed and is called Proc.exe. I don't have such a file on my computer. Does anyone know why it is not installed or perhaps if the precompiler name is different than Proc.exe. In advance, thank you for your help.
